Ever since we were introcuded to Jacob's Nemesis in "The Incident", I've been rewatching past seasons for clues, and came across something very important in that regard while rewatching S5. We know Jacob has people working for him, like Richard and Illana. We know that The Others have been following Jacob without question for years. But who is to say The Nemesis doesn't have people on his side? After all, If the Others are the "Good guys" as both Ben and Bram claim to be, then who exactly are the "Bad Guys"?
Which brings me to Charles Widmore. Ever since we were first chronologically introduced to him in 1954, Widmore appears to be the most hostile Other we've ever met. He's only 17 and he orders his men to cut off Juliet's hand for no reason than to show he's "serious." Widmore comes across as even more hostile to outsiders than any of the Others before him.
Now, I believe that when Eloise left the island, Richard was already preparing Ben for leadership, but he wasn't ready yet at that point. So Richard made Widmore leader as a place-holder for Ben. It's clear to me that Widmore is definetly not a leader that Jacob would have approved of, and I will get to it shortly.
In 1989, Widmore sends Ben & Ethan to kill Danielle. His response when they fail to do so, and bring her baby back to camp? "Kill it."
Now, while Ben is known to be a liar, I think he has a point in this scene. Nothing we have seen of Jacob suggests that he would sanction the murder of a child, or order a deserted woman to be murdered. That would contradict his efforts to bring people to the island.
So if it wasn't Jacob, who was Widmore taking orders from? Quite simple. His Nemesis. I believe that before Ben, none of the leaders have seen Jacob. Richard's reluctance to bring Flocke to the Statue proves it. The Nemesis probably knew that, and decided to take advantage of it. Now, he either pretended to be Jacob, or told Widmore who he really was, but I believe that at some point Widmore came across him and he was been following his orders ever since.

In "Some Like It Hoth", Bram tries to talk Miles out of working for Widmore. When he fails to do so, he tells Miles that he is "Playing for the wrong team." We saw in "The Incident" that Bram and Illana are working for Jacob. So where does that leave Widmore? That's right. On the Nemesis' team.
Even off the island, all of Widmore's actions have benefitted the Nemesis and seem to be influenced by him. We know that John Locke was crucial to the Nemesis' "loophole" plan. We also know that Matthew Abbbadon had lead Locke to the island. And who does Abbadon work for? Widmore, who knew about Locke since 1954.
So what does Widmore do given that he knows Oceanic 815 crashed on the island? He puts a fake plane in the bottom of the ocean, and tries to convince the rest of the world that's the real Oceanic 815. Widmore doesn't want anyone else to find the island, just like the Nemesis. And then he sends a Freighter to the island, with men who have orders to extract Ben and kill everyone else. I think that Widmore was acting out of vengance for being banished, and ordered Alex's death as a personal revenge on Ben. Knowingly or not, having Alex killed was crucial to the "loophole" plan, because it made Ben more vulnerbal and prune to The Nemesis' manipulations to turn him against Jacob.
Widmore also had a crucial part in getting Locke to come back to the island. He claimed that if Locke doesn't come back, "The wrong side" will win the war. And what did happen when Locke came back? He died, and The Nemesis was able to take his form. Widmore was probably telling the truth when he told Locke it was "His time to lead" but I think he was refering to the Nemesis, and not Locke himself.
It's a possible that Widmore is a pawn, and doesn't know he is working for the "Wrong Side." However, his actions suggest to me that he certainly does. The one thing that convinced me he's one of the bad guys? Daniel Faraday's death.
He knowingly and willingly sent his own son to die. If that doesn't make him a cold hearted son of a bitch, I don't know what does.
