As I re-watched 'Follow the leader' and 'Jughead' the scene where Locke tells Richard to tell himself from 2004 to kill himself, it dawned to me that Locke should not be the leader of the others, and Richard has no means of communication with Jacob.
Locke first met Richard in 1954 by the Jughead bomb and told him that Jacob sent him. Locke then gave the compass to Richard saying that he is the leader of the others in the future, and that he should go see him in a few years time when he's born.
Richard then visits Locke when he's born and through the rest of his youth (Cabin Fever) doing tests and trying to lure him to a "Science Camp". Now seeing as it was the mention of Jacob to Richard that made him believe Locke its clear he knows of Jacob. But surly anyone who wasn't 100% correct that some bald guy from the future who says he's the leader of the others would go ask the man he said sent him. This is why i believe Richard cant communicate with Jacob.
On to the point why I don't think Locke should be the leader. It was Locke himself, when Richard first met him, said he was the leader of the others. So as this is Richards first meeting with Locke all the other times him and Locke have met, and Richard saying he is supposed to be leader is all down to Locke telling Richard that himself.
Sorry if this is a bit too long, and thanks for reading.
