I've noticed (and I'm kicking myself for not noticing before) that Hurley started seeing the 'dead' once off the island. So I thought, what caused this? And then it hit me: The Cabin. The Cabin was originally Jacob's, and Hurley actually walked up to it, put his hand on the window sill (physical contact), and peered in. This would fit nicely with Jacob's "touch," and his line in the cab, "Maybe you're not cursed, maybe you're blessed. You get to talk to those you've lost."
I've also thought of the specific individuals that appear. We have Charlie, who sacrificed himself to save those he cared about, which, to me, seems to exhibit what Jacob's all about: humanity is capable of good things.
We have Ana Lucia, who, if we remember, seemed to have made the right choice in her second chance to spare someone's life (Ben's), as opposed to the event of killing the man who killed her unborn child.
We have Mr. Eko (sort of), who became at peace with himself and his past, therefore he became unlikely to be manipulated.
If there are others, I don't remember, but I'd like to think those that appear to Hurley are on Jacob's side.
Maybe Hurley will be the next "candidate" to be Jacob's conduit?
