This theory will deal with the fact that I think there has always been an "other" who has penetrated the Dharma initiative and studied it from within. This person was the cause of the burning bus that helped Sayid escape.
I believe that this person is actually Horace himself.
There are several reasons I am starting to believe this to be true, and here they are.
1. He knows Richard personally.
2. His demeanor seems to be that of an "other". (I know that's vague, but its just the vibe I get from him)
3. He is the only Dharma member (other than Sawyer) who has any hesitations about killing Sayid.
4. He doesn't bring up the burning bus, Jack does, and Horace gets kinda pissed at him.
5. He builds the cabin that Jacob will eventually end up in.
6. Radzinksy mentions the "game" they are all playing when he wants to kill Sayid. Perhaps Rad boy knows about the con, knows about Horace being an other.
7. He didn't react as strangely to Sayid's story while he was under the truth serum as the other Dharma guys did.
8. He brought Ben to the island (who will be partly responsible for Dharma's downfall)
The reasons for the "truce" was to keep Dharma out of the jungle, more than to keep the others out of the Dharma camp.
The name Horace means "guardian". I doubt the writers named him that simply because he looks out for the Dharma people. No, I think he is more of a guardian of the island. A Richard Alpert like character.
Also one of the things that has bugged me, is I want to know what the hell happened with the rest of the conversation between Sawyer and Horace when they first met. They were talking, then it cut out, then Sawyer talks to Richard, then the losties can stay.

I Think the back and forth of the "game" being played between the 70s Dharma and Others is a front just to keep people from being too curious about the island while they are working there (or being tested on?)
This game involves penalties of death, as Radzinsky wanted to "play" and kill Sayid.
