Q: Who ordered the runway to be built?
A: Probably Jacob.
Q: Why Jacob?
A: Who else would have known it would be needed?
Q: Why did there need to be a runway?
A: So flight 316 wouldn't crash into a million pieces.
Q: But the important LOSTies flashed off the plane, into 1974. Why couldn't the plane have crashed after that?
A: Well there must have been something else on the plane that Jacob needed to arrive safely in 2007.
Q: Could it be Ben?
A: Maybe, but Jacob/the Island are trying to keep Ben from screwing everything up and killing John, so probably not.
Q: Could it be Frank or Sun?
A: Maybe, but they're probably not really that important to Jacob/the Island. Frank isn't mixed in with the other characters or timelines, and Sun is just looking for Jin... plus, if she hadn't left the Island (which none of them were supposed to do) she would have died from being pregnant.
Q: Then it must be John.
A: Well, perhaps, but John doesn't remember getting out of a coffin, we haven't seen a coffin, we're not sure if he's really alive or "alive" or what, and it seems more like he "flashed" into 2007... or at the very least, it seems that with all the power of bringing him back (or "back") to life (or "life") that the lack of a chopped-up-rock-runway wouldn't have been able to thwart everything.
Q: Then who is left?
A: Illiana, and the two guys with her, and that big metal case.
Q: What's in the case?
A: Who knows? A sarcophagus? A bomb? Lead to re-contain Jughead? 1,400 copies of "how to hunt boars?" Whatever it is, it seems like a plane crashing like 815 crashed would probably wreck any luggage or stored items, certainly anything that big. People seem fine, though... so perhaps, just perhaps, the runway was necessary to make sure the plane landed in one piece, at least safely enough to keep that apparently VERY important piece of cargo secure.
Q: And since Illiana (+2) is in charge of it, she's good?
A: Well, she's probably working, in some way, for Jacob... since Jacob most likely initiated the Smaller Island Runway Project of 2004. So, if Jacob is good... she's probably good.
Q: Then WHAT IS IN THE BIG METAL CASE?
A: Dunno, but they are carrying it in a very interesting way... what does that remind you of?
Q: Something ancient, or Egyptian?
A: Right. Though that's sort of beside the point... the point is, Illiana is probably on a mission (whether she knows it or not) initiated by whomever ordered the runway built, who would have to know that 315 would crash, and that's probably Jacob. Theory by Kirbyjon
