So the title basically sums up this theory. I think that Charles Widmore and Ellie (Elloise) are brother and sister and are leading two separate factions of others in the 70s. The evidence for them being siblings is that they are both British and look very similar. I would even go one step further and say that they are twins, due to the age proximity. This could also relate back to "Bad Twin," however I am not big on building theories around the books mentioned.
When Richard's lackey said "you should speak to Elloise, if Charles finds out..." I think that Elloise is Richard's leader (in the same way that Ben was in 2004, meaning that he followed and was loyal but was also independent and did not answer to them, such as when he gave Locke Sawyer's file behind Ben's back ) and he should clear his decision with her. I believe Charles is the enemy and the lackey is saying that this may disrupt a truce or peaceful period between the two factions and anger Charles, causing him to retailiate. If Charles and Ellie were on the same side, then the lackey would not have mentioned both names separately. He would have just said "you should talk to Charles first because if he finds out he'll be pissed." Richard would not have to go through Ellie.
Them being siblings would also explain why Charles does not intervene off-island when she is helping Ben, despite having a different agenda. He knows where she is located and what she is capable of, but he is not going to harm his own sister.
Speaking of Elloise helping Ben, If my theory was true about Elloise leading Richard , then that means she also lead Ben, since we know that he joins Richard. This explains Ben's submissive behavior towards her off-island. So I think that Ben, Elloise and Richard as one faction kicked Charles off of the island and he has been trying to get back since.
