What happens on the island is controlled by one mind. That and the island will only allow one mind to control it. That is why there have been only two babies born on the island (at least from our perspective).
The island is a being unto itself. It is like one of the aliens from Slaughterhouse Five, it exists and moves freely in four dimensions (time being one). But in order to remain stable in the space-time continuum, it needs a human medium with which to form a bond in order to maintain stability. The first that we know of is Alex.
Alex was born on the island, and she had to stay on the island all her life because the island needed her to maintain its stability. And when Widmore's men killed her, and broke the rules, the island needed another candidate. That was Aaron.
Aaron was born before Alex was killed, but as we have learned, time can be manipulated on the island. So Aaron is her replacement.
But Aaron was taken from the island and thus the island was left without its constant. It has been floating through time and space ever since.
Widmore found the way to control the island long ago. He has used its power to accumulate enormous power through the Dharma Initiative. But in his ranks there was dissent in Ben Linus and Faraday's mother. They, with the Hostals, the original sentiant beings who occupied the island, took control of the person whose consciousness controls the island and keeps it in check.
But Widmore returned and killed Alex and removed Aaron from the island. And so Ben thought that since the rules had been changed, he would be obliged to change the rules as well and spin the frozen donkey wheel. Theory by WNGYPSY
