I think it was actually Locke who was supposed to turn the frozen wheel and Ben knew it. In Ben's own words, he always has a plan. Since he wasn't able to communicate with Jacob or Jacob's designee, he needed Locke to get the necessary information. When Locke said "He wants us to move the island" Ben had the necessary information.
If Jacob wanted Ben to move the island, as say some form of punishment, he would have instructed Locke to tell Ben that Ben needed to be the one to do the deed. One could argue that since he didn't tell Locke the means to move the island, that he more or less indicated he wanted Ben to do it. I don't buy into that though.
The only support I have for this theory is the conclusions we have to this point. Ben turned the wheel and was transported off the island and forward time. Whether he physically or consciencously (like Desmond) traveled is unknown. Main point is Ben is alive in the current timeline. Locke allowed Ben to carry out Jacob's instructions and in doing so stayed behind. Bad things happened and Locke ended up leaving as well. How, we dont know. In the current timeline he's dead.
I think Ben dangled the carrot of leadership of the "others" in front of Locke and took Locke's place in Jacob's plan. If Ben would have stayed, we already know his own people "the others" didn't really want him. So he really had no reason to stay. Plus in all likely hood, he could be dead like Locke is now.
I think in the bigger picture this all plays into Ben knowing how things are supposed to play out. "I always have a plan" "He changed the rules". I think these lines say quite a bit. Maybe Ben knew that with Jack and company leaving the island, the island would want them back in the end. Thus, by moving the wheel and leaving the island, he could help facilitate their return. More or less, breaking the rule that whoever turns the wheel can never come back.
Maybe this is just a shot in the dark, but in re-watching last season on Blu-Ray it just struck me that I think Locke was really who Jacob wanted to turn the wheel. Even though if Locke did, he would be no help in bringing the Oceanic 6 back to the island. There are too many unknowns I suppose. Like how was Tom able to travel off island to meet up with Michael. Couldn't have been via sub since the "hatch event" had already messed with their beacon which meant the sub couldn't come back once it left. Plus we know the sub was still there because Locke ended up "blowing it up". Or, how did Ben know a freighter was coming? How did Locke get off island to meet with the Oceanic 6? There are a lot of loose ends to tie up.
There you have it. I think this is plausible given Ben's nature and his apparent knowledge of how things play out.
