Things were clearly set in motion when Ben turned the wheel. This is how I figure things played out...more or less.
So, Locke flashes back to the day the drug plane crashes and is then shot by Ethan. Seems to me this is the moment that set everything in motion. Locke tells past Ethan, “My name is John Locke and Ben appointed me as your leader.” Ethan is like, “pssh, whatever man…I’m gonna shoot you in the face.” But then Locke pulls a vanishing act(literally) right in front of Ethan. So Ethan thinks, hey, maybe there is a little something to this guy and he’s not just a nut job walking through the jungle. Ethan heads back to New Otherton and tells Ben, “Hey man, this guy named John Locke just told me you appointed him as our leader.” And Ben’s like, “Not bloody likely.” Then Ethan tells Ben that this guy Locke disappeared into thin air right in front of his eyes and blows Bens mind. Word spreads that some guy named John Locke who can disappear(or possibly time travel…we can assume that the others know about all that shit) says Ben appointed him as thei! r leader. Ben is not pleased.
Flight 815 crashes a few years later. As Mikhail is putting together dossiers on all the passengers he comes across a man by the name of John Locke and then his eye literally blows out of his skull in disbelief(I`m just guessing here, of course). So after he picks up his eye he calls Ben up and is like, `Hey, John Locke is on that plane…comrade(or something equally Russian sounding), to which Ben replies by gasping comically and tugging at his collar.
Now Ben is officially on a mission to find out who this guy is, prove who he isn`t, and possibly embarrass him in front of everybody(all of which we saw him do). He can`t have his minions thinking their new leader just fell from the sky as a cripple then got up and started running around all magical and leader-like.
Then, much to Bens surprise, he finds himself telling Locke exactly what he never thought he would…that he is the new leader of the others. Then he is off to turn the frozen donkey wheel and never return(sort of). Fate just bitch slapped him right upside the head.
As for Richard Alpert, we now know after episode three that he has known about Locke even longer than Ben and has been following him throughout Lockes life. Richard has been waiting for Locke all this time to take Bens place since he was obvioulsy not a fan of how Ben was running the show. If an ageless person knows anything, it's how to be patient.
