Our past, present, and future conscious all exist at the same time. This is why one cannot change the future. If one tries, time course corrects the major events that changed. "Special" people like Walt and Richard can conscious travel willingly-they are "not enslaved by time and space". When the Losties have flashbacks, they are unaware that they are experiencing conscious travelling-they believe they are having memories and are not lucid enough to try to alter them. In "Flashes Before Your Eyes", Desmond conscious travelled to his past, but he became lucid in his travel. In "The Constant", Desmond is thrown from his separate consciousness and as we learned in this episode, it becomes dangerous when one is shifted from separate consciousness-it becomes too chaotic, his mind jumps back and forth in time-and therefore he needs to find a constant or die.
The Island is the Earth's conscious-it's been around since the beginning of the Earth, hence the statue. Jacob is the Island. He is the physical form and name given to the Island. This is why Christian "speaks on his behalf" and why Ben was surprised when Jacob/the Island spoke to Locke. The Island chooses who he wants to live on it. Dharma was unwelcomed and interfered with the Island's properties such as electromagnetism. It needs leaders to help restore it to normal. It was the Island who decided on "the purge" in order to get rid of those causing it trouble. Ben was casted away and made able to grow a spinal tumor. Now Locke is the chosen one. Widmore funded Dharma and this is why he feels that Ben stole the island from him when he killed the Dharma members.
The Losties were meant to crash on the island and Desmond was meant to push the button (we all know by now what the button was all about). They were no threat to the island-they are actually his constant-they exist in his past and present as we will see in Season 5. The Smoke Monster is an extension of the Island's mind that reads people's conscious and determines their time of death. If Desmond had not stopped Charlie from dying several times (Ms. Hawking warned him by not saving the man with the red shoes), Charlie would not have lived to unjam the signal that ultimately caused the freighter to arrive and the Oceanic 6 to leave the island. Now a major course correction is taking place to get the O6 back on the island. The island had Christian tell Locke to move it, but he did not know he was losing part of his constant-he did not realize yet that Desmond had caused a need for a course correction. So when the island is moved, the Island acts just as Desmond acted in "The Constant". The Island is in chaos and is shifting consciousness from past and present (maybe future too?).
So, why did the characters appear so much in each others' pasts? Their consciousness are all drawn together since they are together at other times in their existence. What are the whispers? They are a few things-ghosts, people conscious travelling and observing, and "the undead" which are the dead bodies the island can inhabit.
