Obviously, at some point, Charles Widmore believed he was the authority on the island. If it was around 1996, it would make sense that he was bidding for the journal (to finally complete his complete ownership of the island and it's various items), blissfully unaware that his island had already been held captive for four years by Ben and his gang of Hostiles/recruits.
Anyways, point is, before the Purge, Charles had a stake in the island, with DHARMA - or he owned it before DHARMA and they ended up somehow snaring it from him (a government-issued cease and desist-"we wanna use it for research" caution, perhaps, or is that venturing too far into conspiracy theories?).
So, it went:

So who SHOULD own the island? None of them.
Charles was picked as the right person at the time. Then DHARMA obviously set the scene to get Ben there, so the island obviously played some kinda mystic game on people to get Ben there, to take over leadership once again.
I heard a post/comment recently about how hard it's been for Ben to accept that Locke is the new leader, and therefore it shouldn't be so far-fetched that Charles is also bitter about losing the island to DHARMA and then Ben.
But who should be it's owner/leader next?
Not Locke. He's just a pawn (as DHARMA was for Ben) to getting the next real leader to make his move.
That person?
Aaron. Yes, it's cliché, but the producers made/are making a big point about how important Aaron is, so I really think that he's in there with the Jacob storyline, especially after the "Cabin Fever" episode...
I have no real idea about how Locke finally is 'taken' by the island in order for Aaron to checkmate his move as the new leader to overthrow Ben.
Or perhaps Locke is leader before Aaron, for a short duration? The possibilities are endless!
