This theory is meant to explain how the remote viewing project worked and the impact of that project on our "others" and "losties".
The way remote viewing worked was that the DHARMA scientists were able to "enter" into an unaware subject and "watch" the world through the subject's eyes. They could hear what the subjects heard, see what the saw, etc. They may even have been able to read their minds, but that level of detail is immaterial.
By "watching" through their subjects' eyes, they were able to learn all manners of things about the subject. What they did for a living, if they had daddy issues, any and all of their darkest secrets, etc. An example of this in action is Ben asking Locke how it felt that his father tried to kill him. How did he know Locke's father tried to kill him, specifically?
What's more believable, that Ben has access to an off-island investigative resource so powerful that it can pull together an entire lifetime of intelligence about a subject in just a matter of months and with a 100% degree of accuracy, or that the combination of island powers and DHARMA initiatives created an ability to perform this metaphysical "remote viewing" capability?
This would also help to explain how the others know who is "good" and who is "flawed". Imagine if someone were watching through your eyes at all times and saw everything that you did, every decision you made, would you be "good" or would you be "flawed"?
A perfect example of this is laid out in Stephen King's "Dark Tower II: The Drawing of the Three". In it Roland, the main character comes across three doors. When he walks through the doors, he "enters" an unknowing subject's body and "watches" them carry out their life. In the book, they each have their challenges, and Roland's able to "pull" them back through the door with him before they come into danger, effectively removing them from their world and bringing them to his own.
If this theory grows any legs, it would also help to explain the "we're here to watch" comment, the Walt kidnapping (he can not only "watch", but project himself too), the black cloud showing screenshots from Eko's life (he wasn't reading his mind, he was showing Eko what he already knew), Mikhail's comment to Locke "the Locke I knew was para-" (how did he know Locke? Had they met before? No, he was watching through Locke's eyes for years).
