My idea is that this "Smokey" lark is a manifestation from certain people.
Ill put this in points so it's easier to read...
1. "Smokey" decides whether people live or die, depending on their actions to help the "Losties" past or future.
2. It is a sort of purgatory machine for the people on the island. (Yes i know the creators dismissed this, but they dismissed the island itself as being purgatory, so this can still pass.)
3. This manifestation is your life before your eyes. Locke has always been an optimistic person, he is not the type of persin to dwell on his mistakes/losses. The "beautiful white light" he sees maybe his good memories, or his hope for a future. His will to live and explore this phenomenon of an island may be keeping the smoke from deciding his fate.
4. On the other hand we have Mr.Eko. His life was full of tragedy and loss. He is confronted by the smoke machine and shown flashes of torment, his brother and the crucifix, pretty nasty images. He tells his brother he is not sorry, therefore completing his fate, no longer being needed for the island. So he gets eaten.

5. The clanking and whirling may be a hint to the described 'clockwork' theory.
6. The 2002 novel "Prey" is said to be the basis for this creature. The original cloud was a complex gathering of nanobots which had fused so tightly that they had become collective and self-thinking.
7. This aint too well thought out but...This "smokey" caused the plane to crash. (yeah i know people "proved" it was the magnetic pulse, but, Desmond's fate was to cause that crash, i think the magnetic force didn't pull the plane out of the sky, but opened the magnetic field to allow the smoke to pull the plane itself down to the island.
