Ever since Locke was asked "Help Me", he has been fooled by the man he thought was Jacob. This man was actually the MIB, who was manipulating Locke so that he could find a way to kill Jacob.
The MIB told Locke he had to move the Island because he knew it would cause time flashes, which would make Locke meet Richard in 1955 and tell him that he was their leader (MIB told Locke this lie). Richard saw this man disappear and believed it was true even though wen he visited him as a boy he was not special (because he isn't). Richard still believed what Locke had told him, so when he crashed on the island in 2004 he believed Locke was going to be the other's new leader.
The MIB is the one who told Richard what to tell Locke, when he helped his shot leg during the time flashes. The MIB said, tell Locke he needs to get off the island and get everyone back. I think he knew Locke would fail and kill himself, and his body would find it's way back to the island. This is when the MIB took his image and pretended he was resurrected.

I think the loophole was to get the leader of the others to kill Jacob, because if Locke was not the new leader then Ben was still their current one.
