John Locke was never Special but just important enough that Jacob new he would time travel and needed to be on the island. The MiB used Locke, like everyone else had, and convinced him that he was special just so his plan would work.
Christian Shephard was the MiB, and he needed Locke had to die but also get Ben Linus to come back. Locke was a lonely old man who was just used, he was the greatest pawn in the game of Jacob and the MiB.
