What if Whidmore/Hawkins/Faraday (anyone or all) knowing or suspecting the island was miraculous but never really seeing it (As Ben told Locke) decided to find a group of misfits and/or sick-disabled, individuals and was able to get them all on 815 (THE LIST)..to bring them to the island. Pilot, Frank, was supposed to fly 815 that day, but didn't. Maybe W/H/F hired a pilot to change destinations from LA to the island intending on landing NOT crashing. However as they neared the whole button pushing thing failed and they crashed. Whidmore mentioned the fake plane in the ocean was expensive, but he might have put it there BEFORE they even crashed planning this whole thing....that would take some time to plan and actually do. Now the plan/experiement has gone awry and they are all trying to change the course of events and in the meantime we have other things of course about losties and island that we are learning and still don't know. BUT, obviously the reason Locke has be! en the chosen one is that W/H/F, Ben, Richard, etc. have actually witnessed the island heals..Whidmore new his history and sent Aba....whatever his name is to find Locke and insisted he go on this journey to begin with. If they could get him on the island, then they would know immediately by him walking he was special and so was the island. I think their original destination WAS the island, but to land, and they didn't even know it. The big WAR coming (that Whidmore already knows about) is the losties themselves fighting over the course of action for their future!
