This is just a thought I had, I'll try to keep it short...
So far, everyone has written off Richard as simply an "advisor", and for good reason... so far up to this point that's exactly what we've been led to believe. We've also assumed that he's taking orders from Jacob.
What if the opposite is true, and he's working against Jacob? What if they both experienced something when they first landed on the island that granted them immortality? Pehaps an effect not unlike the incident or the Swan explosion, but, with lack of a failsafe (as with the Swan) they were blasted with this EM pulse that granted them imortality? We've already accepted that the island has healing qualities. Just being on it appears to heal fractured spines and cure cancer... if this is just a taste of happens when you are in the radius of whatever this island is made up of, what happens when you're hit with it full blast? Constant cell regeneration? Immortality?
Perhaps what we are seeing here are two beings ( I believe they came over on the Black Rock... Jacobs clothing and hatred of any technology that comes after the 19th century, and now Richard working on the model ship, leads me to believe this ) fighting for control of the island.
Why? If I had to take a guess I would say power. Think about it... If you are immortal and have complete control of an island that can manipulate time, you're essentially god... or at least the closest a human being can get to the divine.
So that brings up the question...why doesn't Richard lead, why doesn't Richard kill Jacob? In fact, why does Richard seem worried that Locke is going to kill Jacob? I'm not entirely sure... I assume that there are "rules", as with Whidmore and Ben, and the nature of these rules has something to do with time travel. Why is Richard worried? Perhaps he does not want the truth of Jacob to be revealed. After all, it may expose him as well.
As for Dharma, I believe Richard allows them to exist primarily because they assisted him in capturing Jacob with Horace's cabin...this may turn out to be bogus, but that cabin has to mean something.
Is it possible that in 1954 Jacob was on the island, but not as we see him now? Perhaps he was alive and well, and still battling Richard for control. They are forced to collect their respective Armies and duke it out... maybe Jacob was responsible for the US soldiers brought to the island and killed in 54, and Richard has his army of Others. Perhaps Jacob is still recruiting, bringing the Losties to the island...
