Who knows how many times Jacob and Samuel have lived out this course of events, Samuel being the guy conversing with Jacob on the beach. The difference is that they retain their conscience and knowledge. Everytime the events restart they try to change something to reach their individual goals. This time around it was Jacobs Plan to touch Kate, Jack, Sawyer, Sayid, Hurley, Locke, Ilana and Jin/Sun. This had to have given them some special gift. When Sam's Pet Smokey first encountered Locke it analyzed him, and saw that Jacob had touched him. That is how Samuel knew that John Locke was special and could be used to reach his Goal of Killing Jacob, thus stopping people from coming to the Island, and to then Wage war on those remaining.
The voice we heard in the cabin is actually Samuel and he is asking Locke to help him fulfill his purpose, protecting the Island. Ben is so shocked that Locke heard him because as far as they know that Cabin hasn't been used by Jacob in years and yet Locke heard him. Samuel as Christian later told Locke he had to move the Island only after he made Locke ask the most important question, “How do I save the Island?” That question showed Samuel that Locke was aligned with him. This allows lead to the question how long has Samuel been deceiving the others on the Island. Ben has held no reservation that his goal was to keep people off the Island, Widmore was even willing to kill an infant child. Maybe Samuel has guised himself as Jacob giving orders to the Others while Jacob was off the Island. Once we saw Richard appear in the Jungle and speak to young Ben, but he didn’t look like himself. I believe this was Samuel leading Ben to his ultimate fate, and I think he appeared a! s his Mother as well saving him from running through the sonar fence. Ben had to wait until a time when he could join the Others and ultimately turn the FDW leaving the Island. Because Ben turns the FDW Locke begins to flash through time. Sam knew this lOop was occurring. And that if Locke went back in 1954 and said Jacob sent him and he was the leader that it would mean something to Richard. Then in 1977 Richard asked Jack about Locke because he didn't seem that Special Jack said he would trust him. Why because Sam as Christian sent Locke off the Island to convince Jack he had to go back, and then Sam as Christian appeared to Jack driving him crazy. So then when Sam as Locke returned in 2008, he was able to return as the Leader, and then in order to keep his Loop intact he told Richard to tell Locke to go see him in 1954. Now in 2008 Sam as Locke is able to be led to Jacob by Richard and have Ben kill him. Now the WaR begins!!!!!!
On a Side Note: I think that the Smoke Monster works for Samuel. If that is the case maybe it explains why Locke was allowed to survive his encounter with Smokey, because Samuel needed him alive for the Loophole to work. Then we know Eko survived his first encounter with Smokey, and then he received a vision involving Yemi, whose corpse is on the Island, who told him to help Locke (which led to Locke losing faith in his purpose ala Des turning the failsafe key to O6 leaving Ben turning the FDW Locke turning the FDW yada yada yada) Then after Eko served his purpose Smokey offed him. Smokey also attacked Keamy’s team to protect Locke, so he could get to the cabin yada yada yada Ben turns the FDW.
