I think the reason Juliet was able to detonate the hydrogen bomb is because Jacob has never touched her. Jacob has touched all other main characters (other than Miles and Ben) but not Juliet. Because of this she may have enough free will to detonate the bomb. Jacob has been playing a part in everyone else's lives but not hers, giving her the free will to make her own decisions and change her mind, as seen earlier in the episode.
