Right- one question that seems to be bothering people at the moment is why are the Others allowing Dharma to build the Swan in hostile territory? I mean there's a lot of building work and it's not as if the omniscient hostiles are just going to be unaware of such a huge project in their backyard.
So I think it's a compromise between the DI and The Others probably brokered by Alpert and the DI top-honcho.
My reasoning comes from Episode 3 - Jughead when Daniel asks Eloise: "Do you people have any access to lead...or concrete?"
The answer to that is probably no - the others afterall are jungle monkeys as far as we're aware! So they allow the DI to build the Swan on the strict instructions that Jughead can be accomodated below under lots and lots of concrete. And we've known from beginning of season 2 that there's concrete under the Swan akin to Chernobyl.
The only reason against this theory that I can suggest is the twenty year time period between 1954 and the Swans completion in 1977- even if the Swan was started in early 70's (unlikely) then it is still a long time for an unexploded H-bomb to just lounge around in open-air- but maybe the others had no choice and the building of an underground station by the DI presented the best solution. Afterall why should the hostiles worry about another DI station running "silly little experiments" - although of course the Incident presumably turns the Swan into a very important station unbeknownst to the Others.
So in short- The Hostiles permitted the building of the Swan because they lacked the resources to properly and safely house Jughead.
