Miles is a mentally trained Hurley. Both are clairvoyent. But Miles has been able to train his ability. Hurley has not.
Both of them is visited by dead spirits. This can explain all of Hurley's hallucinations. But control of the island also entails control of spirits (or, people who only lived in the past). This thereby explains the voices that one might hear on the island. They are the voices of the dead, the past, rushing past the live inhabitants and into the heart of the Island.
This is why Miles and Hurley have been drawn to the island, but they were recruited in different ways. Hurley was drawn to the island by his halucinations, but Miles was drawn by a need for money.
