The thought came to me while watching "One Of Us" back in S3. I think it's plausible enough to think that Ben lied out of his infatuation with Juliet to keep her on the island. He blurted out that Jacob would personally cure her sister's cancer. And what happens? Ben gets a tumor on his spine, after he said cancer didn't exist there. Another thing I found interesting was how he was afraid when finding out. Juliet saw this and pointed it out. Ben realizing he's falling out of favor with the Island and being punished, no?
Then it all just clicked.
After the cancer and his daughter dying, Ben obviously isn't being held in the island's highest standards. And what does he do? He turns the wheel to get off the island and kill Penny. And as a bonus for himself, he waits to get what he needs from Locke to go back. He moves on with his plan to try and get back by manipulating everyone, after killing our beloved orange smiler, of course. We'll still (ugh) have to wait and see about Penny tho.
Take what we know now, while in S5. We find from Christian that Locke was supposed to move the island. ---Btw, I believe the "I hope you're happy now, Jacob" line is Ben acting like he thinks he is supposed to turn the wheel; playing dumb with Jacob.--- Also, if Widmore is telling the truth, Ben apparently tricked him into turning the wheel.
This is his own plan, for his own means. Either he wants to do anything and everything to try and get back to the island and fall back in favor with Jacob (after getting revenge on the man he banished by killing his daughter) OR he wants to manipulate EVERYONE, perhaps even Jacob himself to take the island as his own. Even if that isn't possible. I think Ben is "island-drunk." He'll do anything for a fix.
