When Desmond turned the failsafe key, he time jumped. He thought he had a new lease on life, and decided to propose to Penny, but Mrs. Hawkings intervened and convinced him not to. It has never been explained how she found him or knew so much about him. Given what we now know, I think it is explainable.
I think that Hawkings knew exactly when and where Desmond would time jump because Faraday told her. Let me explain; Faraday finds out that Desmond is time jumping when he helps him in "The Constant". He subsequently learns of Desmond's relationship with Penny.
When Faraday realizes that Desmond is "special" and can change the past, he remembers his previous encounter with Desmond while time jumping. He has an "Oh Crap!" moment when he realizes that if Desmond tries to marry Penny, he will be able to, since he can change the past!
My theory is that sometime soon, while the Island is at a point in time prior to 1992 (the time Desmond jumped to), Faraday will contact Hawkings and tell her she has to stop Desmond from marrying Penny in 1992. He knows that there won't be any course-correction for Desmond, so he has to correct Desmond's course himself! Faraday tells Hawkings what he knows about Desmond and the time period that Desmond time jumped to. Hawkings then uses her Pendulum/computer and Faraday's information to find Desmond and convince him not to marry Penny!
