In my last theory I suggested that Widmore and Ms Hawking were working together:

This was proven to be true in the conversation between Widmore and Locke in "The Life and Death of Jeremy Bentham".
This theory, goes a little further and covers 3 main ideas:
1) Ben KNEW that Locke would come back to life...
2) Ben did NOT WANT all of the O6 to go back...
3) Ben has been trying to sabotage Ms Hawking's plans...
When Ben killed Locke, the first thing that came to mind was 'woah... so he IS a baddie after-all'... but then I got thinking... Ben knows that Lock is special, I think Ben killed Locke, KNOWING that he would be ressurected when he returned to the island.
Remember the very last line of Season 4 "You're gonna have to bring him, too"... meaning Locke's body. Ben seemed to feel pretty sure about getting Locke on that flight. Yet, when it came to the rest of the Oceanic Six, he turned up to the church with only Sun and Jack, and shrugged it off saying it was the best he could do on such short notice.
I think Ben tried to MAKE SURE that he couldn't get them all in time. When he turned up at Hurley's house, he KNEW that Hurley would go running outside and turn himself over to the police. And he never even bothered trying with Sun... she's only there because she turned up and pointed a gun at him... he had no choice but to tell her that Jin was still alive, otherwise he would have been killed.
Widmore himself said that he wants all of the O6 to go back to the island... well if he and Ben are working against each other then it makes sense that Ben would want them NOT to go back.
That would explain why Ben seemed so surprised, and even quite annoyed, to see Hurley on the plane...
Ben had to make it look to Ms Widmore that he was trying to get all of them, but that whole turnout at the Docks when everyone split off as soon as they realised Ben was involved... Ben knew they would react like that, and he didn;t even expect Sun to turn up at all.
Widmore on the other hand, has been trying his darndest to get them all together, despite Ben's efforts to sabotage this plan... Widmore sent Sun the gun, knowing that it would lead her right to Ben. I think he also got Hurley out of jail, and rigged whatever it is that got Sayid on the plane.
But through all of this, Ben has HAD to stay in Hawking's good books because he NEEDED to know when and where the window was going to be so that he could send John Locke's body back to the Island to be ressurected.
