This is really three theories rolled into one:
*Frank still works for Widmore.
*Widmore and Hawking are working together
*Widmore organised Ajira Flight 316
As I was mulling over the episode 316, I began to wonder why Frank Lapidus just happened to be piloting the plane. This is one coincidence too far, even for Lost with its numerous crossovers and easter eggs.
One possibility is that he was planted there by someone. Well we know Frank has previously been on Charles Widmore's payroll, as he was one of the freighter team. So could Widmore have ensured that Frank was piloting 316?
If this was the case then this would mean that Widmore knew about the flight and that the 06 were going to be taking it, and using his contacts at the airport (such as we saw when he had Sun taken to see him) he has wrangled his mate Frank to take the trip to Guam.
But how would he know about the flight? My personal theory is that Ms Hawking and Charles Widmore are in Cahoots... Widmore would have known about the Lamp Post station... If they were working against each other he would have sent some burleys round there to kill Ms Hawking and take over the station? He didn't do this and that is because they are working together.
So now that they knew where the island was supposed to be Charles used his connections to rig up a passenger flight to go to a new destination at a certain time (perhaps he even bought Ajira Airways). And he hired Frank to be the pilot.
If you need some further arguments to back this up, why not consider how easily the 06 were able to get on that flight, no questions asked, despite being world famous for surviving a plane crash. I don't think any airline would realistically let all of them on a plane together. But Widmore told Ajira to expect the 06 and to let them on the plane without question.
Notice also how easily the guy let Jack bring Locke's coffin on board, despite not even being related to the deceased... remember when he was trying to get his own father on 815, the woman was kicking up all kinds of fuss... not this time though... smooth as a whistle.
