Richard Alpert *sigh* ...
Yes this guiliner-sporting Other counselor is getting on my nerves!
So what do we know?
1. He's an Other
2. He's not the boss of Others(he seems to take orders from Jacob, Ben and Locke, depending the time frame). He's described more like a counselor of the boss.
3. In 1954 he didn't know about time traveling and freaked out when Locke mentioned it to him.
4. He doesn't seem to age but yet everyone(us and Jules and the Others) knows he's very old.
Now combine points 3 and 4. The combination means that he doesn't remain ageless because of time traveling. After all, if that were the case then no time traveler would age(Ben anyone?)...
On another note, we know that the island has *strong* healing powers: Rose's cancer is not life-threatening, Locke is not paralyzed, Jin is not infertile, Locke's gunshot will be healed soon, and countless other references. So, the island makes human cells healthy. Healthy cells are young cells. But if the island reverses the aging process, then that must happen to everyone on it. Yet, only Richard seems to not age. Why?
Here's my answer albeit a far-fetched one(hey, that's why it's fun too!).
Seems like women can't conceive on the island and give birth to a child.
In a strange parallel, Christian who was dead in a coffin when he came to the island, seems to have opened the coffin and to be walking around for Jack and Locke and Claire and who knows who else to see... The one who came to the island paralyzed got to stand. The one who came o the island not being able to have kids impregnated his wife. And the one who came to the island dead at the age of i dunno let's say 65, got to live again and forever be(according to the example of an age i gave) 65. Sooooo could Richard also have come on the island dead, got to live again and forever be the age he was when he died????
Richard could have come in the Black Rock. Perhaps he worked aboard the ship or even was the captain. Then, he died and the crew couldn't guide the ship to its proper course. So, they shipwrecked on the island along with a fresh corpse. We know that those who die on the island stay dead(Boone, Shannon, Arntz, redshirts, etc). So the slaves aboard Black Rock and the rest of the crew who died during the shipwreck on the island stayed dead. But if Richard was on board already dead like Christian was in the coffin, then he might have very well been sorta resurrected. And have stayed that age since.
So there you have it. Richard is not a time traveler. He's a dead man who got a taste of the Fountain of Youth that is the island.
