Jacob is trying to change an element of Valenzetti equation to prevent the end of humanity, but he needs help so he is recruiting Jack the healer of his wife, Locke the visionary of the smoke monster, and Hurley the ghost whisperer.
The way that Jack, Locke, and Hurley become the new Jacob is by returning to the island and visiting the unnamed parapsychology Dharma station.
Remember the swan orientation video, one of the areas of research was parapsychology (the blind-folded girl points out the ball). It would be reasonable for their to be a secret station from which "gifted" people in Dharma were tested. This station is the source of the whispers when danger is close. If you look at the transcripts of the whispers, it is at least three voices that comment on the losties behavior and they tell each other what to say in visions like Ben's mom at the sonar fence.
Somehow the station focuses the abilities of "gifted" people with spirit visions, whispers, and dreams.
And I agree with the theory that Claire died in that rocket attack (see Mayhew vs the smoke monster theory). This explains her hanging out with Christian in the Cabin and appearing to Kate in a dream.
And Harper would have to be dead to be appearing to Juliet with whispers and then vanishing into thin air.
