The discovery of the fake flight 815 wreckage points to the fact that someone took it upon themselves to arrange for this and plant it where it cannot be recovered thru normal means and limits the ability to investigate it. We can easily assume that either Benjamin Linus or Charles Widmore were responsible for this.
In order for Widmore to be the responsible party, he would have to know that the flight 815 survivors were on the Island. How could this be? No one came on or off the Island without the Others knowledge, and communications was strictly regulated thru the Flame and the Looking Glass.
The only answer that can work? A spy.
With an inside informant, Widmore would be able to get the information needed to prepare his team for contact with the survivors. My proof on this lies with the picture that Naomi brought with her, and her cover story of looking for Desmond. There is no way that Naomi would have either if Widmore did not have information.
Naomi was the lead of the team and was undoubtedly given information that the rest (Miles, Daniel, Charlotte, etc.) were not given. The other members of the team were there for specific tasks only; thus the surprise in regards to flight 815. Naomi was prepared for them in case she encountered them vs. the Others.
My theories on who the spy is based on a single fact: communication. In order to be a successful spy, one eventually has to be able to provide the information to their superiors. Who would have had access to communication equipment? Mikhail.
Mikhail had access to communications equipment in the Flame until it was destroyed by Locke in "Enter 77". We can confirm this by seeing Ben talk to Richard when viewing Juliet's sister, Rachel.
If we check the timeline, we see that Michael went to the freighter around day 75 to day 80. Locke and all encountered the Flame and blew it up on day 79. Thus, Mikhail would have had time to communicate information to Widmore, giving time for Widmore to form a team and start the mission before communications ceased with the Flame's destruction.
The other option? Ben is responsible for the fake 815 wreckage. It's still a possibility. Widmore would still have a spy on the Island, as it's the only way we can explain Naomi being prepared for Desmond. (The photo and the cover story, that is.) However, it seems to me that, with Widmore having knowledge of the Island's inhabitants, he would set up the fake wreckage just to prevent others from searching for flight 815.
