Here's my theory about Jacob's list and the survivors who were taken early on. If you go with the idea that Ben is the "boss" on the island, and that Jacob is Ben's "mainland boss" we can assume that someone back in civilization, like someone who procures and delivers supplies, knows exactly where the Oceanic 815 crash site is. Which begs the question how & why have they not been found?
Since I don't believe you can hide an island (or two) from the world, I propose the "crash" and some survivors have been found - just not the real crash or all the survivors. We make the assumption that no one in the outside world knows what happened to the plane or any of the passengers based solely upon "Bad Twin". We have heard nor seen any other mention of what the outside world knows (unless i'm forgetting something - in which case I apologize).
So isn't it possible that Jacob, who we can also assume has deep pockets, was able to "produce" survivors or a black box? Thus the search would be ended enabling the island to remain safely hidden.
When 815 crashed, Ben sent Goodwin and Ethan to make lists of the survivors which was then sent to Jacob. Quick background checks were done (as we have seen with Jack) to assemble a "Santa's list" of who's been good and who's been bad or useful (Claire/baby, Rose/cancer, Sun, Shannon etc/fertile women).
The good list (including the children) are then chosen as survivors to be "rescued". The bad/useful list are left on the island for experimentation/rehabilitation.
I admit one of the flaws is how were the "survivors" made to keep the island and its happenings a secret (money and non-disclosure statements certainly work these days).
Pickett's comment about Jack not being on Jacob's list meant he wasn't on the "useful list" meaning that Jacob saw no value in keeping him on the island. Ben however saw it as a sign from God and kept him there.
Just a theory that I admit is not perfect, but there is no such thing as a perfect theory here.
