My theory is that the "others" are an utopian society. Their village, their houses, their book clubs. It all has to be perfect. The reason why i think they have to do tests on the plane crash survivors is that they have to make sure they don't have any unnatural diseases. The reason why Fenry or Ben says they are the "good" people because they think they are perfect and Ben is the leader of the Utopian society. The reasons for sending Goodwin and Ethan is to scout the "good people" for their society and Locke, i guess, was one of them. Also, remember Jack asking Juliet if they are the remainders of Dharma and Juliet answers that that was a long time ago. So, Ben must have found out about this top-secret island and thought it was perfect for a perfect society... but i still wonder how they get info from the outside world.
