Nor Jacob nor the other guy some called BlackShirt or Anti-Jacob can't move directly on people for unkown reasons to me until now, but : By the Book of Laws/rules, there are some rules to follow and I guess none of the pair (Blackshirt et Jacob) are allow to "touch" humans? : one of them takes a Smokey form on, and the other not. Both of them seems to be able to 'move' but only via dead human bodies? There are rules to follow. And for a reason that makes me sad, Locke is the master pawn to use to try to make Jack believes there is something special going on the island. Locke had no way of being able to walk, and yet, he does. Locke is truly special, he is the one who has to make Jack believes.

And the tattoo : He walks amongst us, but he is not one of us... Christian & Claire are trying to explain to Locke, following the rules of 'being mysterious and not direct', that Jack IS the leader... Locke said to Jack, when he picks up the phone call from the freighter: you're not supposed to do this... Christian telling to Locke while he turned the FDW: "say hello to my son"... Even unconsciously, Locke knows that Jack has to believes : I wish you believed, Locke wrote on a paper sheet. His only testimony and he died.
I don't know what the leader has to do, but holy crap, it's Jack. Jack fixes things all the time. That's his purpose. He fixes things right. He does miracles. That's why Ben wants him to want to fix him. To succeed, Jack needs to want it. Yeah.
Jack is the leader from the beginning and he failed at doing it. Like his dad just told him at the hospital, just before Jacob arrives with the Apollo Bar : Are you sure I'm the one who does not believe in you? Jack is not a believer and he needs to turn out to be. He is the leader of them all. Watch it from the beginning. Jack is the hero. And everything is planned so he succeeds, this time.

Except that, I also think Charles Widmore is Baby Charlie Hume-Widmore and that Penny is his mother, not his daughter : he adopted her, because I think Desmond, Penny and Bébé Charlie will travel back in time, let's say 1939-40 on the island where Charles will stay and grow up like if he was born in the 30's and in the 70's he will adopt his own mother as his daughter. I think Widmore, in some ways, his a member of the Ones who protect the timeline, or found a way to... I'm not sure. But I do think he is Baby Charlie. In all the names that exist in the world, why take 3 different characters and name them all Charles? Two is enough : one inspiration, one important character.
That's why Widmore always was being unpleasant to Desmond : he's got to be sure everything happens the way it always was?

Locke is a puppet, sadly, and has to be used in good manners so he can convince Jack he is the leader.
Widmore is probably to be convinced of doing something while he is still on the island - before Ben takes command.
Maybe everything has to be done in order that Ben is not given to the Hostiles so he does not become a leader and does not kill Jacob at the end?
