Many are trying to make small changes to history ---- to change the end result and get what they want (win the war, save Daniel, etc). Those pebbles in the stream can be adjusted. There are five who have been shown to try to manipulate how things happen: Ben, Faraday, Whitmore, Hawking and Desmond – (soon to add Jack who wants a major explosion of a change and Jacob probably too).
Like Hawking, Whitmore has been making changes in the loop-- a little at a time—some “big.” He get flashes and makes adjustments. Beats up a few people—sends Freighter, sinks fake O 815. He is never at peace and LOST. Beyond the answer to the question, “You know you can’t do that [Ben killing him].” At some point he will also say, "For the first time, I don't know what will happen next" and finally be at peace.
Whitmore & Hawking from The Incident of magnetism (or even sine 1954—radiation?--how they became the leaders later?), was probably gradually remembering things, trying to make some changes. Yes, stuck in a loop. They are like Desmond after his exposure to magnetism. Desmond proved seeing/making some changes in early seasons flashbacks. At some point Desmond will not know what comes next. That's the point all will be able to MAKE PEACE – Not be LOST people in the Present---- and try to live a happy life and not worry about "What comes next."
The ones that can avoid this looping may never get “flashes” and may get their peace sooner-- be happy as Others’s, or on the mainland. (Or those on Jacob’s list can/ will avoid it!!--- that’s another Theory for someone)
