i used to think the OTHERS were the source of the whisper, but to hear what they say people have to play the audio backwards and slow and stuff....so maybe SMOKEY doesnt just judge people, but perhaps he also COLLECTS the souls of the dead? (maybe why annubis bowed to him in the glyphs?)
he does act as a judge, jury and executioner, there is another 3 sides to it as well...
so perhaps when someone dies on the island, smokey is able to use their form since it "owns" them...and also perhaps uses their conscience and then is also able to SCAN a living conscience for judgement.
perhaps the whispers are smokey in the background, watching, and judging by using the collective intelligence it stores (which would include all the DI) and thats why when you listen to the whispers, they actually seem to KNOW who are losties are! so once it knows (for example, when sun comes into otherville w/ frank) you can hear a whisper say 'its sun, its sun!'
there are other times where they seem to be discussing the circumstances around a character (like sawyer and the boar...or young ben at the sonar fence) so to me it seems like they are determining if people are 'needed' and if they are not needed, the whispers either lead them to death (like shannon) or smokey (like eko) Theory by atomsk
