As far as we know, Horace's child is the first and only baby to be concieved and born on the island. The doctor said that all women had babies on the mainland, which leads one to believe that the "all pregnant women die" theory to be consistant even in the 70's.
Seemingly ageless Richard has been around since at least the 1950's, where he led the Others. He has been around long enough to know that no one has babies. The Dharma Initiative came to the island and Richard made a truce that he would not intervene with them as long as none of them made a threat against Richards people.
Once Amy had the baby, thanks in part to Juliet (who ironically was brought to the island 30 years later to solve the birthing problem), the first "island baby" was now alive and kicking.
Richard, who has been taking the bodies of the deceased for many years (perhaps making the dead people into the "ghosts" that we see regularly on the island, which would explain why Christian Shepards body was missing from the casket and was walking around the island) realized that the baby was born and decided that it was time for all the prophecies about a baby that would be unimaginally special, to come true.
Richard decides that a truce is no longer necessary because the baby is now born, and decides to begin the purge.
It is interesting to note that every time we see the burial ground of the Dharma Initiative, they always show the one dharma person with a bullet hole in his head, yet everyone died from poisonous gas.
The Purge happens and perhaps Richard has an exchange beforehand with one Dharma person and caps him in the head as a matter of revenge or hostility.
The last thing I'll say about it is that while the Purge was happening, Horace had something in his pocket. It was the plans to the cabin he was building for his family... a cabin that someone we know still lives in.
