From the Juliette's centric episode Not in Portland I cannot get that Portland out of my head! :)

As I can remember when Richard recruits Juliette he first tells her that the company she is going to work for is in Portland but later on he tells her 'It's not quite in Portland'
What does it mean? It means he is taking her to the island. We know that. He knows that. But Juliette doesn't. He gives her drugs and next thing she s waking up on the island.

Ben is born in the woods 'not quite in Portland'. Soon after Roger takes Emily out of the woods with baby Ben in her arms he stumbles upon Horace. Coincidence? No.
If there is a beginning there is an end (in most of the cases except when it comes to circle:)) so following a logic if there is an exit there is an entrance. Portland is the capital of state of Oregon, Willamette River runs through Portland and enters the Pacific. So, what..... a submarine goes unnoticed through the river into the city as a regular transportation??? HM...don't think so!
So whats up with NOT QUITE IN PORTLAND city? I believe somewhere around the city there is an ENTRANCE similar to the EXIT in Tunisia, the entrance that has not been shown yet but it was hinted couple of times (I believe Anthony Cooper was driving outside of Portland when he heard some noises, bang he was in the car accident and next thing he saw his dead son entering the room. Correct me if I am wrong. I haven't seen that episode in ages but i believe it was exactly what he said).
I don't believe I know how that submarine works when it reaches the city (going from the island to the main land) but i am guessing that Portland is an end or a beginning of that wormhole that exists between the island and the mainland.
