Hello, I'd like to apologize for my spelling and poor grammar upfront, as English isn't my first language, though I try my best.
Anyway, this theory came to me after watching episode 4x11 Cabin Fever and especially the dialog between Hurley and Ben, while Locke was in the pit, looking for Horace. So to quoting the conversation:
Ben: They did wipe them out, Hugo, but it wasn’t my decision.
Hurley: So whose was it?
Ben: Their leader’s
Hurley: But I thought you were their leader...
Ben: Not always.
And that’s when it hit me... What if Charles Widmore was the leader of the Others?
At the moment of Ben and Richard's first meeting, in a series 3x20 Widmore could be the leader or at least enough the appreciable and important person among others. In process of development of the Dharma and to its studying of island they began to stir the Others. Probably they came nearer to solutions of mysterious properties of island and wished to use them in commercial objectives. Considering Ben's present behavior, it is possible to assume what to store the location of island in a secret - one of the main tasks of the leader. Therefore the decision on a mass genocide of employees of the Dharma was accepted. At that moment the leader of the Others was already Widmore.
After the purge and illumination of all the on-island members of the DI, Widmore could go to the mainland to personally check reaction to the incident of the remaining members of DI, this tense enough assumption has not been based practically on anything, but the main point here is that Widmore somehow got off the Island. It doesn’t really matter how, he might have sailed off, traveled to past (which explains the fact that he has such an old daughter, although Penny might have been on the Island too) or even got teleported, but it is most likely that Ben had something to do with that. And so, having got rid of the leader for a while, Ben decides to take a situation in the hands and moves (as silly as it can sound, but after the episode 4x11 anything is possible on LOST) the Island so, that remained off it already, Widmore is unable to find it. Hence, buying the logbook from Black Rock.
Now is the most interesting part. Lost touch with the Island, Widmore is forced (by the situation) to come over to one the party of the Dharma, trying to make the way in tops of a management. Possessing resources and knowledge of the Island both saved up by the Dharma, and personal (and considering Mile’s demand 3.2 million dollars from Ben we can assume that leaders of the Island are by far not so poor) Widmore begins long search.
Following from this theory, it is quite possible to explain words to Widmore to Ben in an episode 4x09: ”It is my Island, always was and will be again”. As it becomes clear, that rules of which they speak, had nothing to do with their personal opposition, and are the rules of the Others, according to which they live. Still this theory explains why are there still on-Island supplies from Dharma. And most importantly, it becomes clear how could Widmore know so much about the steps Ben would take to protect the Island from the intruders, so that he could write the secondary protocol, explaining Kimmy what to do.
